Which tests are required for Higher Education in America?
The GRE is required for Master's and Doctoral Degree courses in all subjects other than Management. The GMAT is required for all Management courses. It is also advisable to take the GMAT if you are applying for an M.S. in Management related fields like Finance, Accounting, Marketing and allied fields. The SAT is required for all undergraduate i.e. bachelor's level courses. The TOEFL is required for all International students whose native language is not English.
How many times can GRE, GMAT and TOEFL test be taken and which score is considered?
The tests can be taken as many times as one wishes. Universities generally consider the best score but sometimes they may also consider the average score. The decision is totally at the discretion of the university concerned.
Which test should you take, GMAT or GRE?
If you are applying for an MBA, you need to take the GMAT. Almost all business schools require GMAT scores. Non-business graduate schools ask for the GRE score (and if applicable one of the GRE subject tests). For doctoral studies in business field, either GRE or GMAT is acceptable.
When should I take the tests if I wish to apply for Fall 2009?
Students aspiring to join American Universities in Fall 2009 semester beginning in August/September should take the examinations latest by January 2009. Students planning to join in the Spring Semester beginning in January 2010 should take the examinations latest by July 2009.
What is the subject GRE test? Is it required?
For admission to master's and doctoral level programs in biological sciences, pure sciences and computer science, it is recommended (but not required) that you take the subject GRE test (also called the Advanced GRE test or the AGRE test ). A good performance in the test proves you have adequate preparation to enter a graduate program. Moreover the subject GRE test score may be an added advantage for getting financial aid.

What is GRE?
The Graduate Record Examination (GRE) is taken by students applying to graduate programs in the U.S., normally in fields other than business (see information on GMAT for testing for many graduate programs in business related fields). The GRE General Test measures verbal, quantitative, and analytical writing skills. The GRE Writing Assessment consists of two analytical writing tasks. The GRE Subject Tests are individual tests offered for 14 subject areas. They measure achievement in those areas and assume undergraduate majors or extensive background in those disciplines.
What is the format of the GRE General Test ?
The GRE General test measures verbal, quantitative, and analytical writing skills that have been acquired over a long period of time and that are not related to any specific field of study. The verbal section tests the ability to analyze and evaluate written material and synthesize information obtained from it, analyze relationships among component parts of sentences, and recognize relationships between words and concepts. The quantitative section tests basic mathematical skills and understanding of elementary mathematical concepts, as well as the ability to reason quantitatively and solve problems in a quantitative setting. The analytical section tests the ability to understand structured sets of relationships, deduce new information from sets of relationships, analyze and evaluate arguments, identify central issues and hypotheses, draw sound inferences, and identify plausible causal explanations.
Who administers the GRE?
The GRE is developed and administered by the U.S.-based Educational Testing Service (ETS) under the direction of the Graduate Record Examination Board, a non-profit organization of graduate schools worldwide. This implies that ETS sets the questions, conducts the test, and sends each examinee the score report.
When is GRE held?

What is GMAT?
The GMAT stands for Graduate Management Admission Test. It is an exam held by Graduate Management Admission Council. Currently, the exam is a computer based test and measures general verbal, mathematical, and analytical writing skills that are developed over a long period of time. It is required for admission into MBA and other advanced degree programs in business and management related fields in the United States and other countries.
Why does MBA admissions require the GMAT?
The GMAT exam is required by almost all (if not 100% ) accredited MBA programs because applicants come from different educational, employment , and cultural background. The admissions committee need a common criteria to determine the quality of each candidate. The GMAT score, together with GPA, employment history, MBA essays, letter of references and interview, thus provides a comprehensive picture of a particular applicant.
Can the GMAT exam be waived?
For most MBA programs, the GMAT requirement can not be waived. But a few schools do waive GMAT if the applicants demonstrate strong leadership experience, hold an outstanding GPA in a business management related major, etc. For example, The University of South Florida is one of them.
Do I need to take the GMAT?
If you plan to apply for MBA program, you are required to take the GMAT before sending the admissions application. For PhD program or other Master program, the exam can sometimes be substituted by the GRE.
Can I substitute the GMAT for the GRE?
The answer is usually not. Vey few business schools will accept GRE scores in lieu of GMAT.
What is the format of the GMAT?
The GMAT exam includes Analytical Writing Assessment, Quantitative, and Verbal sections. For the Analytical Writing Assessment, you will be presented with two essay topics and will type your responses using the computer keyboard.

Do universities consider photocopies of the GMAT scorecard?
No. The universities require official scores forwarded to them directly by the testing agency-GMAC. However to make the application processing faster, always include a photocopy of your personal score card.
If I take GMAT more than once, which score will be considered by the universities?
Some universities consider the latest score, some consider the best and some consider the average. Whatever the case, the universities do not disclose the criteria they follows.
If the application deadline of a university is December 15, by when should I take the GMAT?
Latest by November 15, so that you have one whole month to make sure they receive your official scores before the deadline.
Do I need to have the GMAT score at the time of applying to universities?
You need not. But the application will be kept in pending status, till they receive your score. Please mention the date on which you will be taking the test, on the cover letter.
I took the GMAT in May 2004. Can I apply for Fall 2009 with this score?
Yes you can. Your application for fall would be considered before May 2009, which would be the expiry month. But you have to make sure the application is complete by April 2009.
Is the GMAT score accepted by MBA programs outside the U.S.?
Yes. Many top schools in Canada and Europe accept it, some even require it. The ISB in Hyderabad, India also accepts the GMAT score.

How long are the scores valid?
The test scores are valid for five years, i.e., most universities accept scores up to five years old.
How is GMAT scored?
Right after the test, you will get an unofficial score report. On the screen, there are several different numbers. The 3-digit is the overall score you got. This number ranges from 200 to 800. It is determined by your performance on each section of the test.
How important are my GMAT Scores?
Business schools tend to weight your GMAT score heavily because it provides a common standard that can be used to compare applicants from different backgrounds.
Can I cancel my scores?
Yes, you can. Immediately after you take the test, you will be asked to report or cancel your scores. Once you cancel your score, you will not be able to reinstate your scores.

Previously, you could take the GMAT as many times as you wished. After 2002, however, you may take the test no more than five times in a year and once in any calendar month.
How hard is the GMAT?
The GMAT is not easy for those who left the college many years ago. In the math section, you are not allowed to use a calculator. So you need to do a lot of practice. And the verbal section is tricky due to the length of the sentences. To get a good score, you have to be well prepared, which requires at least six months of concentrated effort. Students from non-mathematics background should make extra effort in tackling the quantitative section.

What is the content of the TOEFL?
The reading section measures test takers' ability to understand university-level academic texts and passages. In english speaking academic environments students are expected to read and understand information from textbooks and other types of academic material. The listening section measures the examine''s ability to understand spoken English from North America and other English-speaking countries. In academic environments students need to listen to lectures and conversations. The speaking section measures the examinees' ability to speak english effectively in educational environments. Students should be able to speak with confidence both in and outside the classroom. The writing section measures the examinees' ability to write in an academic environment. In English-speaking academic situations, students need to present their ideas through clear, well-organized writing.
When is the TOEFL held in India and what are the registration deadlines?
Test dates are administered every month at designated test centers. Test candidates may register for the test online at www.ets.org/toefl, register by phone by contacting the Regional Registration Center located in Gurgaon, India or register by mail by completing the registration form. Admissions
Is a three year graduation degree (BA/BSc/Bcom/BCA) enough for apply to a master's degree program in American universities?
No. Most American universities require that you complete at least 16 years of education before applying for a master's program. A three year degree makes it only 15 years. Therefore it is strongly recommended that students who have obtained a bachelor's degree after 3 years of college education, complete a master's degree to qualify for admission to American universities. However in some rare cases students with an exceptional academic record can get admission in spite of 15 years of education, especially in pure sciences and humanities.
Are external degrees, correspondence courses, part-time diplomas accepted?
No. American universities generally do not accept bachelor's or master's degrees obtained through correspondence/ distance learning and part-time modes. Also, degrees offered by institutes not affiliated to a recognized universities are not acceptable.
What is the deadline to apply for admission?
Deadlines vary by universities. The top universities have deadlines in December. Some universities have May 15th, some June 15th and some have rolling admissions. You need to find out deadline of the program you wish to apply to.
What is meant by rolling admissions?
Rolling admissions means the applications are considered as and when they are received with no particular deadline in place. But international students need to apply at least 3 months before the semester start to take care of the visa and traveling procedures.
What is the difference between Regular Admission, Rolling Admission, Conditional Admission, Early Decision and Early Action?
Regular Admission: Students must file the application for admission before the application deadline, and universities are usually firm about not accepting application after that time, particularly if the college is very popular. Deadlines usually fall between December and February, although some can be as late as June. Students can expect a decision from the universities between March and June.
Rolling Admission: There is no set application deadline. Admission applications are evaluated when all the required supporting documents and credentials (essays, test scores etc.) have been received. A decision is usually made without delay.
Conditional Admission: An offer of admission to a college that is dependent on the student fulfilling specified criteria set by the college/university prior to enrollment. This could range from having to file a final, official secondary school/college completion document; coming to the U.S. early for an intensive English language course; submission of a satisfactory TOEFL result; and/or achieving a specified quality of academic achievement during the first quarter or semester of enrollment. The conditions will be specified in the letter of admission.
Early Decision: Students applying to a university under the Early Decision plan submit their application by the Early Decision deadline which is normally in November, and can expect to learn of the decision by mid-December.
The university may make one of three decisions: accepted, denied, or deferred (placed together with the applications of students who apply by the regular deadline). Students admitted by the university under the Early Decision plan are committed to attending that college and must withdraw their applications from other colleges.
Early Action: Early Action plans are similar to Early Decision in that students may apply early and learn of their acceptance, denial, or deferment by mid-December. In most cases, unlike Early Decision, students admitted based on this plan are not committed to attend that college.
What are the basic admission requirements of U.S. colleges/universities?
To be considered for admission to a four-year bachelor's level program, the student must have cleared 12th standard in India. For post graduate the student must have earned a four year degree like engineering/medicine or a postgraduate degree in Arts, sciences and humanities.
The grading system of my college is different than the American colleges I want to attend. What should I do?
You need to do nothing special. The U.S. universities are well aware of the grading system in India. You only need to send original copies of your secondary school diploma and transcripts, as well as any university-level academic records. These need to be accompanied by word-for-word English translations that follow the format of the original document. Some schools may also require you to have your school send an explanation of their grading system.

How do I know if a university is a good choice for me?
The best way to find out if a university is a right fit for you is to match it up with your own specific needs. Factors to consider include: accreditation, location and setting, cost of tuition, availability of scholarships and financial aid, size of campus, admission selectivity, admission requirements, facilities available, and departmental strength. You might ask yourself the following questions to help you make an informed decision: Do I want to live in an area where it snows in the winter or an area where it is pretty warm all year-round? Do I want to go to a big university with over 30,000 students or a small college that may have only 2,000? Does this university offer the major I want to pursue? Remember: the best college for you is the one that has a good academic fit.
How important is the ranking of a university? How can I find out about ranking?
In the United States, all rankings are unofficial. They are produced by book and magazine publishers and sold to the public. Rankings in one publication are often different from those in another. In our opinion, these so-called rankings should not be considered definitive. For example, many of the factors that go into such unofficial estimates do not pertain to international students at all, and relying on such a ranking could be self-defeating. We encourage you to look for factors that fit your needs, not just the overall reputation of a particular program. It may well be that a school with a lower unofficial ranking may in fact be the best choice for your particular field of interest. We advice you not to rely on them as highly important factors in your search. There are much better sources of direct information.
What tests are required for admission to U.S. colleges and universities?
Most institutions require TOEFL (Test of English as a Foreign Language or other proof of English proficiency if English is not the students’ first language. In addition, most universities require the Scholastic Aptitude Test (SAT) for undergraduate studies and SAT II Subject Tests if required, and the GRE for graduate studies. Students applying to MBA programs are often required to submit the GMAT score, LSAT (Law School Admission Test) for law schools, and MCAT (Medical College Admission Test) for medical schools. Students should check with individual colleges for specific admission requirements. These tests are only one part of the overall application process.
When should I start the application process if I am interested in studying in the U.S.?
You should start the application process at least 12 months before your intended semester opf entry. The academic year generally runs from September to May or June.
I keep hearing about GPA and how some programs require a GPA of 3.0 etc. Could you further explain what these numbers mean and how I should calculate my GPA?
GPA stands for Grade Point Average. It is a standard way of measuring academic achievement in the U.S. Basically, it goes as follows: Each course is given a certain number of "units" or "credits", depending on the content of the course. In secondary school, most courses carry the same number of units, but this is not true at the college level. Most college courses have a load of three units (approximately three hours of lecture and six hours of homework per week for each semester), but the number can vary from fractions of 1 to more than 5. GPA assumes a grading scale of A, B, C, D, F. Each grade is assigned a number of grade points. An A grade receives 4 points, a B=3, a C=2, a D=1, and an F=0. The process is the same whether you are working on secondary or college grades.
If you take a three unit class and receive an A grade, you receive 3 units times 4 points (for the A), which gives a total of 12 grade points for the course. Let's say you also take a 4 unit class (common in Mathematics, for example) and receive a C grade. That's 4 units times 2 points for 8 points. So for your two classes you have accumulated 20 grade points for the 7 units. You then divide the accumulated grade points by the number of units and you have your GPA. (20/7=2.86), so your GPA is 2.86, which is slightly less than a B average.
However, most systems outside the U.S. do not use that scale. Even some systems that do use a similar scale have different meanings for grades (for example, in the U.S., "A" grades are not rare, but in some systems they are almost never given), so the GPA is not representative of the same thing that it is in this country. It is for that reason that colleges here usually have people specially trained in the evaluation of credentials from other countries.
I am applying to a program in the USA. The application asks me to calculate my units and my GPA. How do I do this if my subjects are not counted in units and my grades are not on the same scale that is used in the United States?
In most cases, you should not attempt to calculate your units or your GPA (Grade Point Average). This should be left to the admissions office at the university to which you are applying. Some schools send the same application form to domestic and international students, and this form may ask for transfer units. In the case of an international student, We recommend that you do not attempt the calculation, but instead write something like "University study in foreign country." This will alert the admissions office that the file needs to be evaluated by an international specialist.
Do schools in the U.S. offer part-time degree programs? If so, what are the basic requirements to enroll in such a program?
Many U.S. schools offer part-time degree programs. However, they are not appropriate for most international students, since most student visas require full-time attendance. In some cases, however, they may be available for people who are in the United States on some other visa status (for example, a spousal visa or a temporary work visa). If you are going to be in such a status, you should contact colleges and universities in the area where you will reside to ask about part-time study.
I am currently working toward a university degree in India. During my course of study, I have lost one year due to illness; otherwise, my academic performance is all right. In such a situation, am I eligible to apply to American universities?
Answer: In most cases, the interruption of a normal academic track is not a handicap for admission to a U.S. university. We would therefore consider you as an eligible candidate for admission to a U.S. university based on the courses that you have completed and the marks you have received. However you may need to explain the gap in adacemics, at the time of the visa interview.

How long does it take for a response after the application has been submitted?
Universities send their admission offers usually after the application deadline has passed. Accepted international students are sent offer letters at least two months before the program start date.
Do the universities have ranking?
Yes. But not the official rankings published by any govt. agency. Each year, well-known business publications such as Business Week, US News & World Report, Fortune, Financial Times, Forbes, The Economist and the Wall Street Journal publish rankings of universities as well as selected programs that, while controversial in their methodology, nevertheless can directly influence the prestige of schools that achieve high scores.
What if my test scores do not meet the university's requirements? Can I still apply?
Yes, you can. The test score is one of the many criteria that the admission committees take into account when taking a decision. The merit of the application as a whole is looked into.
I would like to apply for a postgraduate degree but my qualifications do not meet the university requirements. What should I do?
You should contact the dean/chair of the particular department you wish to apply to. At times the department admits students even if they do not meet the university's requirement as long as you meet the department specific requirements.
When is the best time to submit the application?
As early as possible. Some universities offer admission letters even before the application deadline. So turn in your application as soon as it is complete.
Am I more likely to get funding if I apply for Fall semester? Which semester is preferable - Spring or Fall?
Generally yes. Majority of professors have more funding for fall, as it is the start of the academic year. But funds do keep on coming to professors throughout the year. What matters most is weather you are a good match for the job a professor has.
What is the minimum score required on the GRE , GMAT, SAT and TOEFL tests for admission to a good American University?
Most universities do not have a rigid 'cut-off', but to secure admission in a good American university the score should be on the higher side. The more you score on these test, the better your chances of getting admission and possibly financial aid. Students aspiring to apply to very highly ranked universities should target a score of 1400/1600 in GRE, 700/800 in GMAT and 100/120 in TOEFL. Having said that, the students should keep in mind that these scores are only one of the criteria that universities consider when deciding weather to admit a particular student or not. They asses your application as a whole with your academic performance, SOP, LORs and resume as important factors. So even if your scores do not fall into the higher category, still you could make other factors stronger and apply to high ranked universities.
Funding related
Can my overseas relatives sponsor my studies in the U.S.?
Yes, they can. You should get a sponsorship letter from them indicating the relationship and the extent to which they are prepared to fund your studies. Besides this, they would also be required to show evidence of financial support (bank statements, salary certificate, their source of income etc.)
Do universities ask for an advance deposit of the tuition and fees?
No. The U.S. universities do not require the students to pay a part of the tuition fees in advance in order to reserve a place for them.
What is the average tuition for attending U.S. universities?
The tuition ranges from $15000 to over $40000 per year. In addition to tuition, fees, books and food, you have to plan for the expenses towards housing, health insurance and transportation.
Does prior work experience help to get funding?
Generally yes, but relevant work experience is more likely to be considered. For example if you are applying for Computer Science, then you must have worked in the IT field for at least a year for it to have any impact on funding decisions. You must send your work profile, duly authenticated by your employer on the company's letterhead, along with the application.
What will be the cost of living in the US ?
We advise students to budget a minimum of $8,000 per year for living expenses, in addition to tuition and fees. This amount should cover accommodation, food, entertainment, transport, insurance, laundry etc. Some students will require more than this amount, some less - much depends on the lifestyle.
Working in the U.S.
Can I take up a part time job whilst studying in the U.S. ? What is the amount I am likely to earn and can I sustain myself on it?
Yes. Student visa holders are permitted to work up to 20 hours a week during term time and 40 hours a week during the summer and winter vacations. You can expect to earn $8 and above per hour depending on the job. This can cover up an average level of living expense of a student, but not the tuition and fees. However, when applying for a visa, students must show evidence of full financial support from other sources to cover their tuition and living costs.
I am going to the U.S. on an F-1 visa to study. I have been granted a scholarship by the university. I have learnt that the scholarship stipend will not suffice for the month. Can I take another job to supplement the stipend from scholarship?
For most students the stipend is in the range of $800-1200. While this may be sufficient to take care of normal student expenses, you may not be able to afford a good lifestyle with this amount. You may work for a total of 20 hours per week as an international student. If the scholarship doesn't come with any duties, you can take another job, but only after getting a written permission from the International Students Office and your department dean.
Can I stay back and work in the U.S. after completion of my studies?
Yes, you can. The Optional Practical Training (OPT) program allows international students to remain in the country for 29 months after graduation and gain valuable work experience. Thereafter you may apply for H1B visa that allows you to work for another six years.
MBA
Can I apply for an MBA immediately after my under-graduation from India?
Yes you can. But it is always advisable to gain 2-3 years of relevant work experience to maximize your chances of acceptance.
Can I apply for an MBA even if I have no degree in business related fields?
Yes, you can. But you need to have good GMAT score, and be ready to explain how a business degrees fits into your overall long-term career plans.

When Do I Need to Apply for Student Visa?
Students are encouraged to apply for their visa early to provide ample time for visa processing. Students may apply for their visa as soon as they are prepared to do so. Howeverthey should note that Embassies and Consulates are able to issue student visa 120 days or less, in advance of the course of study registration date. If you apply for your visa more than 120 days prior to your start date or registration date as provided on the Form I-20, the Embassy or Consulate will hold your application until it is able to issue the visa. Students are also advised of the Department of Homeland Security regulation which requires that all initial or beginning students enter the U.S. 30 days or less in advance of the course of study start/report date as shown on the Form I-20. What is SEVIS and SEVP? What should you know about it?
The Student and Exchange Visitor Program (SEVP) is designed to help the Department of Homeland Security and Department of State better monitor school and exchange programs and F, M and J category visitors. Exchange visitor and student information is maintained in the Student and Exchange Visitor Information System (SEVIS). SEVIS is an Internet-based system that maintains accurate and current information on non-immigrant students (F and M visa), exchange visitors (J visa), and their dependents (F-2, M-2, and J-2). SEVIS enables schools and program sponsors to transmit mandatory information and event notifications via the Internet, to the Department of Homeland Security and Department of State (DOS) throughout a student or exchange visitor's stay in the United States. All student applicants must have a SEVIS generated I-20 issued by an educational institution approved by DHS, which they submit when they are applying for their student visa. The consular officer will need to verify your I-20 record electronically through the SEVIS system in order to process your student visa application. Unless otherwise exempt, participants whose SEVIS I-20 was issued on or after September 1, 2004 must pay a SEVIS I-901 Fee to the Department of Homeland Security for each individual program. I have got admission into a US university. Can my spouse and children accompany me? Can he/she work in the US ?
Yes. Your spouse and children can accompany you on a dependent visa (F2), provided they meet all visa eligibility requirements, including evidence that they will have sufficient funds for their support, and that they will depart the U.S. when the student's program ends. Spouses and children of students may not accept employment at any time. The authorities must also believe that you are a genuine student, that you intend to leave at the end of the course and that you do not intend to settle in the U.S.
I am currently studying for an undergraduate course in the U.S. and have got admission into a master's course. Do I need to return to India to extend my student visa?
Not necessarily. You could get your visa extended in the U.S. without returning to India . Your current university will transfer your SEVIS record to the new university and the new universities will then request the USCIS for an extension of your student visa, provided that you have been admitted into a full-time course and you can show evidence that you have sufficient funds to cover both the tuition fee and living expenses for the entire duration of your extended stay for earning a Masters'degree.
Is a health check-up required for applying for visa and before the flight?

What are the financial requirements for obtaining an F-1 visa?
The applicant must demonstrate that adequate financial support, to cover him/her through the entire academic program, will be available and that adequate funds are currently available for the coming academic year. Acceptable evidence may include school financial aid, personal and family funds and government assistance. Anticipated earnings from employment during school may not be used to show adequate financial resources.

No. According to the modified immigration laws put in effect after 9/11, you have to go out of the U.S. preferably to your home country to get the F1 visa issued. However most people go to the neighbouring Canada or Mexico to get the status changed on their passports.
I have been in the U.S. on H4 visa when married an H1 visa holder. Now I would like to study in U.S. Do I need to get the student Visa?
No. H4 visa holders are allowed to enroll in academic programs without going for student visa.
What constitutes "strong ties" from visa interview point of view?
"Strong Ties" are the aspects of life that bind people to their places of residence, including, but not limited to, possession, family relationships, employment, education and prospects in India. As each person's situation is different, there is no set answer to what constitutes adequate ties.
Strong ties differ from country to country, city to city, individual to individual. Some examples of ties can be a job, a house, a family, a bank account. "Ties" are the various aspects of your life that bind you to your country of residence: your possessions, employment, social and family relationships.
As an Indian citizen, imagine your own ties in India. Would a consular office of U.S. consider that you have a residence in India that you do not intend to abandon? It is likely that the answer would be "yes" if you have a job, a family, if you own a house, or if you have other commitments that would require you to return to India at the conclusion of a visit abroad. Each person's situation is different. U.S. consular officers are aware of this diversity. During the visa interview they look at each application individually and consider professional, social, cultural and other factors. In cases of younger applicants who may not have had an opportunity to form many ties, consular officers may look at the applicants specific intentions, family situations, and long-range plans and prospects within his or her country of residence. Each case is examined individually and is accorded every consideration under the law.
Visa Denial
Why was my application for a non-immigrant visa denied?
It was denied because you were tecnhically found ineligible under Section 214(b) of the U.S. Immigration and Nationality Act (INA). Section 214(b) requires applicants for non-immigrant visas to show that they meet each of the requirements for a visa in a particular visa category. An applicant for a non-immigrant visa, a temporary visit for business, pleasure, or studying, is required to demonstrate that he or she has a permanent residence abroad and intends to depart the U.S. at the end of the authorized stay. Unfortunately, you have not shown that you have sufficient family, social, or economic ties to your place of residence to ensure that your projected stay in the U.S. will be temporary.
What is section 214 (b)?
Section 214(b) is part of the Immigration and Nationality Act (INA) of the United States. It states:
Every alien shall be presumed to be an immigrant until he establishes to the satisfaction of the consular officer, at the time of application for admission, that he is entitled to a nonimmigrant status...
To qualify for a visitor or student visa, an applicant must meet the requirements of sections 101(a)(15)(B) or (F) of the INA respectively. Failure to do so will result in a refusal of a visa under INA 214(b). The most frequent basis for such a refusal concerns the requirement that the prospective visitor or student possess a residence abroad he/she has no intention of abandoning. Applicants prove the existence of such residence by demonstrating that they have ties abroad that would compel them to leave the U.S. at the end of the temporary stay. The law places this burden of proof on the applicant. U.S. consular officers have a difficult job. They must decide in a very short time if someone is qualified to receive a temporary visa. Most cases are decided after a brief interview and review of whatever evidence of ties an applicant presents.
Is a denial under Section 214(b) permanent?
No, a consular officer will reconsider a case if an applicant can show further convincing evidence of ties outside the U.S. All the applicant need do is reapply for a nonimmigrant visa and bring the new evidence to the visa interview. Unfortunately, some applicants will not qualify for a non-immigrant visa, regardless of how many times they reapply, until their personal, professional, and financial circumstances change considerably.
What is section 221(g) Visa Denial?
If the consular officer puts your case on hold under Section 221(g) of the Immigration and Nationality Act (INA) it means your visa application was not complete or requires further administrative action. It may be that you did not bring relevant documents or another U.S. government agency must review your visa application. If you receive a 221(g) visa denial, you must follow all the instructions given to you when the consular officer temporarily denied your visa application.
I provided all the documents, but my application was still turned down. Why?
Consular officers refer to documents only if they can provide additional insight into the case. The application form, if completed thoroughly, contains the information needed to adjudicate the visa. If additional documents are required, the officer will ask for them during the interview. The officer's final decision is based mainly on the oral interview.
Do letters of guarantee of return from a person of high stature help get a visa?
A letter, even from a U.S. citizen, rarely establishes the applicant's ties to their home country. U.S. law requires each applicant to qualify for a visa in his or her own right.
Why are the visa interviews so short? I was asked only a couple of questions.
Consular officers interview dozens of applicants each day and they develop skills that allow them to focus on the relevant information without delay. So they don't need much time to take a decision.
Isn't it better not to disclose that I have close relatives living in the U.S., that I have an immigrant visa petition on file, or that I have previously been denied?
Full disclosure is best. Close relatives and pending immigrant petitions do not necessarily disqualify an applicant. Family ties are just one of many factors used in determining ties to one's home country.
What happens if I conceal or misrepresent information or submit fraudulent documents?
If the consular officer uncovers any attempt to conceal or misrepresent, the visa will usually be denied and the applicant may, in certain cases, be ruled permanently ineligible to enter the U.S.
Is it possible to get my Visa Application Fee ($131) refunded if my visa was denied?
No, this is a non-refundable fee for the visa application process, not visa issuance.
How do I reapply for visa?
To reapply you must start the visa application process again. The earliest you can start the process is three business days after your previous visa interview. You are advised to reapply only if there are significant changes in the case or your circumstances that were not presented at your previous visa interview. Quick re-applications based on the hope of finding a consular officer more inclined to issue a visa will likely result in a second refusal.
Do you have to pay the Visa Application Fee ($131) again to reapply?
Yes, the fee is for each application.
Who can influence the consular officer to reverse a decision?
Immigration law delegates the responsibility for issuance or refusal of visas to consular officers overseas. They have the final say on all visa cases. By regulation the U.S. Department of State has authority to review consular decisions, but this authority is limited to the interpretation of law, as contrasted to determination of facts. The question at issue in such denials, whether an applicant possesses the required residence abroad, is a factual one. Therefore, it falls exclusively within the authority of consular officers at the Consulates to resolve. An applicant can influence the officer to change a prior visa denial only through the presentation of new convincing evidence of strong ties.
What should I do if I fall out status on my F-1?
Firstly, you should avoid getting into this situation. Being out of status can affect your immigration status and create anegative impression as and when you file for a green card. But if you do fall out of status on your F-1, you should contact the International Student office at your university to apply for adjustment to in-status. In some cases you may be able to regain status through departure and re-entry into the U.S. using your valid F-1 visa and Form I-20 validated by your foreign student adviser, provided you can convince the USCIS of the following:
Can I defer my admission after my student visa has been issued.
Yes you can. But you need to provide a good reason for doing so. You have to get proper documentation from the university (a fresh I-20) as well as the consulate when you travel to the U.S. in the next semester. In some cases you may have to get a fresh visa issued alltogether. Please get a letter issued from the Admissions Office of your university indicating the admission for the next semester. To be on the safer side, get another letter from the Dean of your department as well. If possible get their mobile numbers and request them to be telephonically available at the time of your arrival in the U.S.. Do not leave India without adequate documentation confirming your admission to the university for the next semester.
Do I need to bring a bank statement or a 6-month transaction statement? Can bank statements be from any bank?
Consular officers prefer to see at least six months transaction history from each of your bank accounts. Bank statements can be from any bank, savings and loan or credit agency.
Can someone in the U.S. be my sponsor?
Yes. Your family or close friends in the U.S. who are able and willing to support you financially, can sponsor you for higher studies. However, this sponsorship must be genuine. Every consular officer must believe the legitimacy of your financial evidence and it is extremely important that you are honest during the interview.
If I am denied a visa the first time I apply,can I apply again?
You you can. For the benefit of the applicant, the Consular Section’s policy is, to the extent possible, to appoint a different interviewing officer for subsequent applications. If you are refused a visa three times in one year, you must wait six months since your last refusal.
What are my chances the second time if I was denied a visa the first time? Is it better to apply with the same I-20 or a different one?
Each applicant’s case is different, but generally consular officers encourage you to wait until your circumstances have changed or you have additional evidence that was not presented during your first interview before reapplying. The academic institution you choose to attend (and the I-20 you present) should be the one that is best suited to your academic interests and financial resources.
Does it matter in what order my documents are arranged in my file?
For the purpose of the interview, it is easier if your academic records are presented first (in chronological order starting from ), followed by your financial information. Any other supporting documents, e.g., character references or extracurricular certificated, should be presented last. But in most cases you have to give the documents asked for and not in any given order. Sometimes visas are issued without asking for any documents.
How long is a visa interview?
Most student visa interviews last three-four minutes only. However, they try to give you as much consideration as possible depending upon the volume of applicants that must be interviewed.
What is the wait period for a visa appointment? What is the time line after the interview?
During the high volume season (July-August and November-December), the waiting period for a visa interview may be as long as one month. If you qualify for the visa at the time of your interview, your visa will be couriered to you within two days. The Consular Section encourages you to apply as soon as possible, but no earlier than 120 days prior to the reporting date noted on your I-20.
Can I bring all my I-20s to my visa Interview?
Yes, you should bring all of your I-20s to the interview, as the consular officer may ask for them. But you will need to have identified, and paid the $200 SEVIS fee, for I-20 of the specific academic institution that you plan to attend.
I heard that if I wear informal clothes for my interview, I won’t get a visa, Is this true?
Absolutely not. You are welcome to wear any clothing to the interview.
I heard that the female visa consular officers are really strict. Will my chances decrease if I get one of them as my interviewer?
No. Every consular officer-male or female gives each applicant every consideration consistent with U.S. immigration law. At the time of the interview, the officer must believe that you intend to study, that you are able to maintain full-time student status in the U.S., and that you can afford the school.
If I paid my SEVIS fee on one I-20, and now I’ve decided to use another I-20, do I need to somehow transfer my payment? How do I do this?

If I am granted a student visa for one college and decide to transfer to a second college while I am in the U.S., do I need to get my visa renewed? Is there a fee for this?
You do not need a new visa as long as you have a valid I-20 and a valid visa.
Are there any colleges that the US Embassy has ‘blacklisted’ (i.e. the Embassy will not grant visas to attend these colleges)?
No, the Embassy accepts I-20s and visa applications for all accredited education institutions in the United States. The very fact that those colleges are being allowed to issue SEVIS I-20, indicates that they are not blacklisted. When you apply for a college in the U.S. you should make sure that it is an accredited institution. In case of doubt, please consult the Educational Advising Center at the U.S. Educational Foundation in India (USEFI).
Do some Indian students who are granted a visa have problems or are denied at the point of entry in the US?
The F-1 student visa provides you only with the authorization to ask for admission into the U.S. from the U.S. Bureau of Citizen and Immigration Services at the point of entry. Typically, however, 99% of India student visa holders are granted admission.
Do my chances of a student visa for a college increase or decrease if many Indian students are already at that college?
No. The number of Indian students at any particular school has no bearing on your qualifications for a student visa.
Is it important to have a scholarship to get a visa?
Having a scholarship does help at the time of the interview. However you have to keep in mind the fact that 80% of those getting the visa are going without a scholarship
Does it make a difference if the school I apply to is a public or private school in terms of getting a student visa?
No, the type of school has no bearing on your qualifications for a student visa.
To cut costs, I’ll be living with my brother and cousin when I get to the US. Will this count against me when applying for a student visa?
The consular officer would not ask you where you are going to live in the U.S. Even if they do, this doed not have any bearing on the outcome of the interview.
My siblings have all settled in the US. Will this influence my being granted a student visa?
No. This will not have any influence. You will be judged on your own qualifications and merits. As a student visa applicant, you must convince the consular officer that you have the ability, intent and means to study in the U.S. The officer also must believe that you have a residence abroad to which you intend to return after finishing your education.
If I have disabilities or health problems, will these count against me?
No. Again, if you can convince the officer that you have the ability, intent and means to study in the U.S., you may qualify for the visa.
I’ve taken and educational loan from an Indian bank to pay for my education in the U.S. Will this count against me?
Not necessarily. As long as you can show that you have the means to re-pay the loans without resorting to illegal employment in the U.S. this will not be counted against you.
I’ve completed my master’s in India and want to get my second master’s in the U.S. Will this count against me when applying for a student visa?
No. If you have good reasons for seeking a second master’s degree and can convince the interviewing officer that you have the ability, intent and means to study in the U.S., you will likely qualify for the visa.
I haven’t taken the TOEFL or the IELTS, or any of the other standardized tests. Will this count against me?
Most academic institutions require the TOEFL score for admission. Standardized test help demonstrate your ability to study, but are only one of the things an interviewing officer considers. You will not be refused the visa solely on the basis that you have not taken one of the tests.
Can I show IELTS result in lieu of TOEFL?
Yes. IELTS is acceptable to the U.S. embassy.
Can I call the US Embassy if I have a question specific to my case?
Yes you can. But it is better to ask specific questions about your case at the time of your interview. Please refer to the Embassy’s website at http://newdelhi.usembassy.gov.

How far ahead should I plan to arrive in the United States before classes start at my university?
You can travel to the U.S. no sooner than 30 days before classes start. If you do not have confirmed housing arrangement, it is suggested that you reach your university at least 20 days in advance, so that you are comfortably settled, before your classes start.
In planning your travel timing here are a few points that you need to be aware of—
I don’t think I can make it in time for my university’s orientation programs. How important are they? What can I do instead?
They are quite important from the point of view of gather information on campus resources and requirements quickly, so try your best to attend. However if you can’t, ask your institution’s international student office whether you can get notes and handouts from the programs—meet with your foreign student adviser and your academic adviser to cover the highlights of what you should have know.
What types of documents are important to carry with me to the United States?
You need to bring the following types of documents with you to the United States. You should not pack them in your luggage but should carry them with you on to the plane. You will also need to make notarized true copies of these documents—put one set of copies in your checked luggage and leave another one with someone you trust at home in case by some misfortune you lose both of the other sets.
Where can I buy baggage insurance?
You can generally purchase baggage insurance at airports, or from a travel agent.
What should I do to avoid difficulties in carrying my essential medications through U.S. customs?
Keep all prescribed medications in their original containers and have the original and translated prescriptions with you to show. Certain drugs may not be brought into the country or must receive a special permit, so check with your local consulate if you have any questions about the ones you are bringing.
How much time will US-VISIT registration at the airport take?
The time it will take to register depends on how many other people are receiving special registration processing on the same day you arrive. Allow at least three hours total between your flight’s arrival and any connecting flight. Waiting time will be the main delay factor. Processing itself usually takes only
about one to two minutes.
What if I miss my connecting flight?
Do not panic! Go to the office of the airline that provides your connecting flight; this office should be located within the airport where you are transferring. Staff there can arrange to put you on another flight to your destination (most usually without charge assuming that you have a good reason for missing the flight). Ask at the airport information desk if you have trouble figuring out where your airline’s office is located.
What happens if I am not approved to enter the United States?
You will be sent back to your port of origin or home country. This is extremely uncommon, however—if you have all your travel documents and don’t break the law during your flight out or indicate that you are coming to the United States for some other reason than your visa specifies, you don’t need to worry about being denied entry.

There are generally three types of scholarships: merit based, need-based, and special talent based.
Need-based: scholarships are awarded based on the demonstrated financial need of the applicant.
Merit-based: scholarships are awarded based on the students’ academic achievement in college. Therefore, the students’ grades, test scores, and recommendation letters are the most important for these types of scholarships.
Special talent based: scholarships are awarded for someone who demonstrates a special talent or gift in a certain area. For instance, a talented athlete or musician might be awarded this type of scholarship.
International students are eligible for Merit and special talent based scholarships only.
What scholarships are available for international students and where can we find the information?
Scholarships for International students are very rare and that too very competitive. The best option is to contact your department to find out about assistantships they may have.
How can I apply for a scholarship?
Most scholarships are awarded directly by the college or university the student is applying to. Therefore, students should check with individual colleges/universities for available scholarships before making a decision as to which college or university to apply to. Sometimes students are automatically considered for scholarships when they submit their applications but most require separate applications, so it is important to ask the university or college directly about their available scholarships, eligibility and requirements, and application deadline.

It is important to remember that all scholarships have their own requirements and criteria. Some scholarships are only awarded to graduate students, while others may only be awarded for a particular field of study. Using the Internet can be one of the best ways to locate scholarship opportunities that are best for you.
Are international students eligible for scholarships or work-study programs?
Some institutions offer scholarships to international students, which may or may not also provide living stipends. Additionally, individual departments typically offer teaching assistantships (TA) and research assistantships (RA) to qualified graduate students, although these are competitive positions. Can I change my university while studying in the U.S.?
Yes, you can. But only after one semester. One of the great strengths of American higher education is the ease with which students can transfer from one college or university to another. If you are not satisfied with your university you can apply to other universities and transfer your credits to that university. In some cases the new university may not accept all your credits and may ask you to re-take some courses. You can also take transfer, if another University is giving you better financial aid.
What are the important factors to consider before transfering to another university?
There is usually a maximum number of credits you can transfer towards a degree at a college or university. You should find out what that limit is well before transferring. Credits transfer; grades do not. There is usually a requirement to have a certain minimum grade point average (GPA) in order to transfer; however, the GPA earned at one institution does not affect the GPA at another. Colleges and universities usually have general education requirements. A course that is required at one institution may not be required at another. Such courses might transfer, but the credit earned is not necessarily going to apply to degree requirements. Finally and most important, always consult with an academic advisor and your international student advisor before undertaking a transfer. In addition to the transfer of credits, you also have to transfer your immigration status as a student to the new school.
Is it possible to change my field of study as well?
Yes. The American education system is very flexible and allows even that. You can not only change your university, but also you field of study and the department as well. For e.g. a student doing M.S. in the engineering or the physics department can shift to the computer science department, if there are better creer prospects in that field. But it often happens that when you transfer your terms for some other subject, the new department may not accept all your earlier credits. They may treat you as a fresh admission and accept only those credits that are similar in both courses.

When does the academic year begin in the U.S.?
The academic year is divided in three semesters. Fall, spring and summer. Indian students may opt for fall which begins in August/September and Spring which begins in January. First time international students are not allowed to start their studies in summer.
How expensive is the shopping in the US ?
Like any other country in the world, the US has its expensive stores and cost-effective supermarkets like Wal-mart. Generally speaking, wherever students are gathered together, there will be an opportunity for cheap shopping.
Most shops are open from 9am to 6pm except local shops, which may have less predictable opening hours. Bargaining is not customary and you are expected to pay the price marked on the goods. You are also expected to queue for service if a shop is busy.
Supermarkets and street markets are the cheapest places to buy food, with some stores open 24 hours a day, six days a week. If you are looking for food from your home country-India, most of the cities have Indian stores.
How is the weather in the U.S.
It depends on which part of the country you are in and what time of the year it is. Between November and February, the north part is very cold, with heavy snowfalls. The south is relatively warm, and California and Florida are the best in terms of weather.
How expensive are campus meal plans?
Campus meal plans are usually more expensive than cooking for yourself but less expensive than eating out. Consider how likely you are to cook for yourself regularly. Eating with other students on-campus can also provide a good chance to socialize and meet people.

It’s mainly a courtesy to the schools—it makes it easier for them to plan. You will not be popular with these schools if you do not keep them informed, and who knows when you may want to work with them in the future?
How do I decide whether I want to sign up for on-campus housing? The campus meal plan?
In most cases you will want to stay in on-campus housing during your first year unless you already have contacts in the local community. Fortunately, your spouse will not have to sit and stare out the window! We assume that you will be on an F-1 student visa during your stay, and that your spouse will hold an F-2 visa. (If this is not the case, slightly different answers apply.)
An F-2 visa holder (that is, a dependent of an F-1 holder) may study full-time or part-time, but may not work. She may be able to take classes at the university you attend (depending on its individual policy) or at another school. Most universities have social and learning programs available for F-2 students. And she would be able to participate in many community activities as well. Depending on her English language skills, she may wish to attend classes in a local adult school (although most of these are held in the evening, some communities have day classes as well). We suggest that you ask the International Student Office at the university you will attend for specific information about the range of activities available to your spouse.
